An end mill can plunge and mill, but a reamer uses margins and chamfers intended for close hole sizing and finishing. Select the tool according to the required tolerance and process.
A hand reamer typically has a square shank and longer entry taper for manual alignment. A machine reamer has a round or tapered shank and shorter chamfer for a rigid machine setup.
They can be used in shallow blind holes when chip packing is controlled. A right-hand spiral reamer is generally better suited to deep blind holes because it draws chips toward the entrance.
